L’Association Camerounaise pour le Marketing Social (ACMS) est une organisation non gouvernementale de droit Camerounais qui a pour mission principale d’améliorer de manière durable et mesurable la situation sociale de la population camerounaise et de promouvoir la santé. Ainsi, ACMS travaille en coopération avec le gouvernement et ses partenaires des secteurs public et privé pour offrir des programmes de santé de haute qualité, atteignant toutes les populations dans le besoin. Depuis plus de vingt-cinq ans, ACMS offre à la population camerounaise des interventions de santé publique complètes et fondées sur des preuves, notamment des programmes dans la santé de la reproduction, le paludisme et la prévention du VIH entre autres.

The Association Camerounaise pour le Marketing Social (ACMS) is a non-governmental organization incorporated under Cameroonian law, whose main mission is to achieve sustainable and measurable improvements in the social situation of the Cameroonian population and to promote health. As such, ACMS works in cooperation with the government and its public and private sector partners to offer high-quality healthcare programs, reaching all populations in need. For over twenty-five years, ACMS has been providing the Cameroonian population with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria and HIV prevention among others.

ACMS is looking for candidates to fill the position of Health Systems Strengthening Advisor (M/F) for the Community Health Equity Through Systems Strengthening (CHESS) Project, which aims to promote community participation in national efforts to ensure equitable and universal access to essential health services for all segments of the Cameroonian population.
Who are we looking for?
The Health Systems Strengthening Advisor will be responsible for ensuring close coordination with local authorities and the CHESS project manager.
Essential functions:
- Understand government and health sector priorities and be familiar with key policies and strategies, national health sector strategic plans, the national development plan, health-specific strategies such as EPI, community health and engagement, etc. ;
- Understand who the key players are (including our competitors) and what their respective roles and perspectives are in the field of public health;
- Proactively engage with the donor community, UN agencies and key stakeholders to ensure that ACMS maintains its visibility in the health sector and is present at the table;
- Attend technical, health sector and RWG meetings, but above all participate actively and make a valuable contribution to discussions on the health system as a whole;
- Manage health system information, process ideas from meetings and make information actionable for ACMS;
- Integrate ACMS's vision of HSS in the health sector, drawing on national and global best practices from our work in HSS, digital health and monitoring;
- Ensure that all external communication products, reports and representations made at health sector forums are aligned with and demonstrate how ACMS supports and contributes to the Ministry of Health;
- Maintain a regularly updated repository of key national documents, which can not only be shared internally but also easily with partners, donors, the Ministry of Health; this is important when governments have weak information systems and high staff turnover, and can help establish ACMS as a key player in the health sector with institutional memory;
- Assist in the development of new HSS-related activities:
o Quickly identify upcoming opportunities;
o Understand what donors have in mind - including what may not be written in the RFP;
o Lead the pre-entry process;
o Identify potential partners and likely competitors;
o Lead (or at least contribute to) proposal development;
- Contribute to knowledge management:
o Document/edit ACMS's SSR work in country (for local and global dissemination) ;
o Work with ACMS's HAS and Global Health technical leads to share lessons and experiences at country level that can help position ACMS in the HSS space and with the community of practice ;
o Help frame domain-specific work for HSS audiences, including the development of HSS presentations/capacity statements;
o Build internal capacity;
o Orient ACMS's in-country program and implementation staff on ACMS's HSS vision, overall strategy, health sector (including MoH and external stakeholder priorities) to ensure that the platform speaks the same language when engaging ;
o Lead efforts to institutionalize the SSR agenda within the platform;
o Build national team capacity on relevant HSS topics;
o Liaise with peers in other national teams for knowledge exchange.
